Complete the festivals and more Sims will move into town. Some will open stores that sell new clothes, house parts, and hairstyles. Also, talk with the Sims, some will give you missions and reward you with new clothes, hair, and cards. If you wear the exact same outfit as a character and talk to him/her, they'll usually have a special comment and act surprised.
