Hizoku Fushō (不詳匪賊, Fushō Hizoku) is a Tokubetsu Jōnin level A-Rank assassin and Hunter-nin from Kirigakure. Shrouded in mystery, he is renown for his brutal techniques with the sword and suffocating Water Release techniques. Hizoku once worked with Izumi Ito to go on missions for the ANBU.
