Kasuga Kyobe was a merchant of the Tortoise Clan. He was descendant of a Yasuki Merchant that swore fealty to Agasha Kasuga himself. Kasuga was trained as a Yasuki Merchant and was appointed as a responsible for the Tortoise's interests within Iron Turtle Market Square. He maintained the activity level of the Iron Turtle in spite of the Fall of Otosan Uchi in 1159.
