Few people have heard of the Exo-Protectorate Council, formed in the early days of the Commonwealth when people were worried about meeting hostile aliens. The job of the council was to evaluate alien species encountered for the threat they pose to humans. The members are politically powerful but over time the duties were delegated to staff as the threat of meeting a hostile species was low. An annual meeting is still held where all members attend.
