Even 400 years after Augustus, Rome governed its territories using political instruments loosely tacked onto the Senatus Romanus and the Princeps Civitatis. Although this emperor, who would be remembered as Sapiens (the Wise), would not fix the situation, he did create more stable institutions and much needed magistracies.
