This villain will be able to accelerate a person's death, causing whatever death is next fated for that person to occur immediately. The death can be natural or murder, and can also be caused by an ability. However, the ability cannot accelerate a death if none is fated, which means that possibly it could have no effect on a person who possesses regeneration or immortality, as possibly that person could have no natural fated death. Similarly, it cannot cause a painful death or a quick one if this is not fated.
