Oxy-Fill Fuel Stations refill Subject Delta's Drill Fuel. While a few fuel stations are seen outside Rapture, there is only one in the entire game that can be used, at the entry way of The Sinclair Deluxe in Pauper's Drop, where using the Drill is necessary to progress.
