Admiral Mendez was a Starfleet officer during the Dominion War. In 2375, he shared responsibility for Earth's defense platforms with Admiral Ling. When it was reprted that Starfleet Headquarters had lost contact with DP-7 Ling was told that Mendez hadn't ordered any maintenance on the station. (TNG short story: "Eleven Hours Out")
