Mod Stevew was the first Jagex Moderator to publically show special abilities available to Jagex staff when he spawned zombies into the grand exchange in a live game world as part of a stage presentation at RuneFest 2011. Edits of the official game rules indicate that he writes the rules which would seem likely given his role and seniority.
