Northern Owari was a non-official neighborhood of Hisatu-Kesu, named due to the resemblance it bore to Ryoko Owari. It was the center of illicit activities, criminal influence, and corruption in Hisatu-Kesu. Dens of sake and opium could be found, as well as several geisha houses that offered more than mere entertainment. The place was controlled by a small criminal cartel led by a man known as the Honesty-sama.
