In the films, the puppets' master has simply been the one who cares for them, "feeding" them on the formula they find vital (Which was revealed to be brain-tissue in Puppet Master II, but was able to be synthesized with blood and alcohol in Puppet Master vs. Demonic Toys), or simply keeping them repaired.
