Riolu evolves by love during the day. Keep your Riolu at the front of your party, and make sure it doesn't feint. Make it hold the soothe bell if you have one. If you're on X and Y, use pokemon amie to pet it. Once it loves you enough, the next time it levels up (in the day) it will evolve.
