Travel Officers can be found in every city in the world of kung fu. Their purpose in life is to transport the denizens of the world from one major capital city to the next. Of course they charge a fee for this service. But it is a very cheap costing service. (See below) All of these cities 'should' be reachable however once your level has reached high enough to make travel to that city worth doing.
