Nagato could revive Jiraiya but there would be nobody for that soul to return to. Jiraiya's body was at the bottom of the ocean and he would've died again after being revived. Nagato was going to revive Madara but it would cost him his life. Obito also mentioned that he would die if he revived Madara who had been dead for so long.
