After completing the Maelstorm device, Hoshi moved on to dealing with the potential population problem during the period of reconstruction after the Locust War was over. He led a roundtable discussion on the problem in the West Library Multipurpose Hall on the 23rd Day of Thaw. When the Locust attacked Azura, Hoshi and the rest of the research staff and civilians were slaughtered, except for Adam Fenix.
