Basically...yes, but it's a little more complicated than that. If you consider her Regret Message, a poem that came (along with poems from other characters) with the Best Colllection CD, canon, then definitely; however, that's the only place, aside from maybe some random, untranslated interviews, that outright said she was in love with him. Regardless, it's...very heavily implied in her R2 character song, "One More Chance," and arguably implied within the series itself, particularly the epilogue.
