You need to be wearing the Avenging Angels outfit which is unlocked after the Frighteners mission for Salvatore Leone. Then go the Chinatown in Portland in and approach the people in the green outfits you should then be able to start Avenging Angels side mission. There are also missions in Belleville Park, Staunton and Wichita Garden in Shoreside Vale.
