The War Powers Act of 173 ABY was a Galactic Alliance legal statute that codified the military powers of the Chief of State during times of war. Chiefs of State would often consult legal experts familiar with the War Powers Act when making military decisions to ensure that such decisions did not conflict with the powers of the Ministry of Defense, the Galactic Congress, or the Galactic Alliance Common Charter. One such instance was in 1,011 ABY, when Jedi Sage Master and Interim Chief of State Jhon Cordatus consulted the War Powers Act prior to issuing Executive Order 9287.
