Horace Behr is a Vinsalian-born Libertarian party politician in J Andres. He was a former commander in the Vinsalian Navy, and became active in politics after the Grand Mexican War. Although he initially supported the VNP, he eventually joined the Libertarian's and became the governor of Katherine after Bruce Aurora won the presidency.
