The Allied Forces were worried that the Rebels might use it to launch SLBM attacks and sent Phoenix to sink the submarine before it could launch any SLBMs. The ravine was guarded by Apache helicopters and required precise handling as the enemy radar was set up over the top of the ravine, at a height of 1000 metres, meaning Phoenix had to stay within the ravine walls to avoid alerting the Rebels and activating their anti-aircraft missile system.
