Nothing much is known about Elektrozoa, other than the fact that it is under quarantine, due to a sudden zombie outbreak. Milena is, so far, the only occupant from the city, where she used to work as a nurse, before escaping the city and being recruited by La Junta. Brianna's profile mentions she was with her team to the zombie infested city, to stop the zombies; only Brianna made it out alive, by a La Junta commando sqaud led by her brother Brian. Phillips profile might imply that he could be the infestation's patient zero.
