Francisco Lever is a MFLC regional commander in 2010. He was present at a railroad depot which was raided by a Ghost Recon team. They stuck a homing beacon on his helicopter. He was tracked to a cocaine route, and the DEA requested that it be neutralized. The Ghosts captured Lever and blew up the drug-smuggling submarine.
