Captain Bowline (first name unrevealed) was Dick Tracy's superior in the US Navy when Tracy was assigned to domestic security operations during World War II. He had light-colored hair and avuncular demeanor. Bowline was shown to have aided Tracy in his cases involving Flattop and the Brow. He would also have been the superior officer of Lt. Clark (presumably).
