The Ordinance of 2 ABY (enacted April 23, 2 ABY) called for the land west of the Outer Rim to be divided into separate systems. However, it did not define the mechanism by which the land would become systems, or how the territories would be governed or settled before they became systems. The Land Ordinance of 3 ABY, along with the Northwest Ordinance of 5 ABY, were intended to address these political needs. It was adopted by the Congress of the Confederation.
