Arozzi was a member of the Komarran group who sought to collapse the Komarr-Barrayar wormhole. Administrator Soudha trusted him to be able to lie to Miles Vorkosigan during the investigation of the Komarran Soletta Incident, but he did not have a particularly high opinion of him otherwise. Arozzi was not among the "shareholders" of the plot; he did not take part in the negotiation with Miles at the end of the story.
