It was used by Kenichi on Diego's cruse ship when he, Miu Fūrinji, and Raichi Li were under attack from Diego's underlings. When he uses this technique he needs to build up speed, which he then uses with his leg strength to attack the enemy with a shoulder attack. The closest thing to explaining it would be a high speed (a really fast) tackle.
