Born 9 June 1861, died 24 October 1930. One of the earliest members of the Amalgamated Society of Watermen, Lightermen and Bargemen, appointed general secretary 1892. 1908 workers' representative to the Port of London and to Parliamentary Committee of TUC. 1922 Watermen’s Society Deputy Chairman LCC 1912 – 1913 merged into Transport and General Workers Union –Gosling became its president (until he died). 1898-1925 member of London County Council: St George’s in the East 1898- 1919, and 1919-25 Kennington. 1923-30 MP for Whitechapel and St George’s.
