As The hobgoblins are in wilderness,like all other creatures they never stop attacking you. Actually, person who submitted the answer above is incorrect, The hobgoblins underground, in Relleka, falador's south west, They stop attacking you maybe around when you are twice their level. They don't attack me so I'm guessing they won't hurt players higher lvl then them. But the hobgoblins in the wild would always attack you.
