Joann Dearing is the sister-in-law of terrorist mastermind, Harper Dearing and the husband of Lawrence Dearing, Harper's brother and whose body Harper used to fool the federal agencies including NCIS into thinking he was dead. Joann was later brought back in for questioning and under Leroy Jethro Gibbs's gaze, told him everything she knew before giving up the location of where her brother-in-law was staying.
