In 1998, a referendum on the island ended in favour of an enhanced commonwealth status for Puerto Rico. Known as "sovereignty association", the new arrangement aimed to give Puerto Rico full internal and external sovereignty except in those area it agrees to share with the United States of America (mainly a joint economy). Puerto Rican would obtain their own citizenship while still being allowed to work in the USA and vice versa. It would also create a joint custom program allowing for the tax free passage of goods.
