Billy Bounce was a young boy from an unnamed American small town which didn't have a whole lot of crime. He wanted to be a detective, but he wasn't terribly good at it. He was inept at interpreting clues, making disguises, and following leads. Billy made up for it with his unusual strength (he managed to beat up grown men several times his size on many occasions) and sheer dumb luck. And to give the boy his credit, he kept trying to become a good detective no matter how often he screwed up.
