Justin Barre was a member of the New Scotland Yard, and had a gravelly voice because of a wound from a hunting knife across his neck, during a bar fight in the nineties. Butler saved his life. He returned the favor by helping Artemis Fowl save Butler's life before the mission to retrieve the C Cube.
