The Renaissance of Innovation occurred within Caspia at the prompting of Presav Lyr Dunwell's new administration. Dunwell was a cultured, galactically-educated man, and realized the importance of an increased and improved industrial infrastructure to a new government. His predecessor, Wiltmer Gerrin, had done well to keep the momentum rolling from the foundation Dergan Roj and his staff had laid down the previous year, and while military prowess was crucial, it would not progress the development of Caspia or its constituent states.
