Tsuzuya Mizutani (つずや みずたに, Mizutani Tsuzuya ) is the 3rd Seat of the Ninth Division of the Gotei 13, under the leadership of Kensei Muguruma. She is, in fact, worthy of the rank of Lieutenant in terms of skill, however, she does not desire anyone to know this and would rather keep on as a seemingly typical 3rd Seat Officer. The only person within her division that knows this is Shūhei Hisagi, the Lieutenant; has promised to keep her actual skill level confidential. In light of recent times, she is sent to New York City on a solo mission to report back on Hollow activity in the area. There she meets Sannoto Nageki, making for the young shinigami's first encounter with someone affiliated with the Gotei 13.
