Justin Dobbs was a Petty Officer who was suspected to be involved the disappearance and eventual death of Nora Webb. He was later found innocent of the crime as it was Webb's stepfather, Bruce Webb who was responsible for killing Norah although he insisted it was an accident. As a result of that, Dobbs who had been killed in combat in Iraq finally received a posthumous Silver Star.
