Regis was considered the "adopted son" of Palpatine as the Dark lord of the Sith wanted to keep a watch on the "son of the Ones", he was therefore considered the successor of Palpatine although by Palpatine's death many Imperial Warlords denied this position and instead striven out on their own, despite this he managed to use his authority on the Outer Rim to build the Sith Infinite Empire out on the eastern side of the Outer Rim.
