He is classified as Human, and is not based on any regular monster found anywhere in game. He can summon Skeletons (which is hardly noticeable, for the crypts are crawling with them anyway) and cast an ability that resembles Poison Nova, and attacks in melee with his sword, much like Jondar. Furthermore, his name spelled backwards is Jondar. He uses the same model as any other Necromancer in game. Rad'noj can be found as the target of a bounty.
