One could say so. I believe it takes after the X5 ending in which Eurasia actually crashes to Earth. I've heard about it, but I don't remember the source: It was supposed to end in Z3 with the death of Omega and the guardians, leaving no opponent and "return of piece", but Weil was still alive and now is the ruler of Neo Arcadia, so Z4 was done to finish him.
