Brown is an American international police detective with Detective Richards of the Shanghai International Settlement police force. J.M. Dawson summons them to arrest Tintin for a fake crime plan created by Mitsuhirato for kidnapping Fang Hsi-ying. He and Richards later hands Tintin over to the Japanese military.
