In Gohtza's Low Town talk to the two Khent soldiers next to the entrance to the Abandoned Apartment. Gelf wants you to deliver a message to his younger brother, Gilghef who is currently stationed at the Gates of Khent. Travel to Khent and find Gilghef so you can give him the message. In return Gilghef will give you a reward. This quest MUST be completed before the freezing of Gohtza, because Khent, is no longer available afterwards. It is recommend that as soon as you get this quest that you complete it.
