New Kelp City is a city similar to New York City whose blind and dumb citizens has a phobia of bubbles. It is ruled by the Bubble Poppin’ Boys after they were overthrown by SpongeBob, SpongeBob became mayor, but the bubble-blowing policy went awry and berserk when other citizens create very low visibility so they began to overthrow SpongeBob too. But then in 2016, New Kelp City got banned due to its no bubble blowing policy. Roger Doofenshmirtz both became mayor of Danville and New Kelp City in 2017. Three of Viacom’s secret bases is located somewhere in New Kelp City.
