Harribel is shown alive later, but there is nothing in the story that would support Starrk or Ulquiorra returning. Starrk was recently stated to be dead in the manga. Of course Kubo Tite can invent whatever reason he wants to bring them back to life or show them in flashbacks if he chooses to, but there is utterly no indication that he has any intention of ever doing so.
