Although never actually passed, the Educational Decree Number Twenty-Nine was going to be one of Dolores Umbridge's Educational Decrees. When passed, this Decree would allow Argus Filch to physically punish the students. However, Dolores Umbridge was sacked and her Educational Decrees were abolished before this came to pass. Filch was nevertheless granted Approval for Whipping.
