The Noble Council, or the Ruling Council of Darujhistan, were the official rulers of the city of Darujhistan and members of the aristocracy. However, the true rulers were actually the T'orrud Cabal, a secretive group of mages. The Council held their meetings in Majesty Hall where the city's political debates were held, and laws to govern the city were written, debated and passed.
