Palmer Technologies was Founded and Created by Ray Palmer out of the remains of Queen Consolidated a old company he recently bought that use to be owned and run by Oliver Queen and his Family. Ray Palmer is the current Leader of the company as it's CEO while Felicity Smoak is his Vice Present and 2nd in Command of the company.
