The Alliance was a combination of the Romulan Star Empire, Ferengi Alliance, Breen, Gorn and more who opposed the Federation in the 28th century. They believed the Federation had become corrupt due to organizations like Section 31, but in the rise in power they had become corrupt themselves. (Star Trek: 001: "New Beginnings")
