In 1921 PD, he held the rank of Lieutenant Commander and was in command of the yard tug HMS Quay, assigned to the space station HMSS Vulcan in orbit of the planet Sphinx. After escaping the initial destruction caused by the Mesan Alignment Navy's Operation Oyster Bay, Sugimatsu and his crew used their vessel to try and stop pieces of debris from crashing down onto Sphinx's surface. They were able to destroy eighteen huge chunks by letting them collide with their impeller wedge, and towed away another four. However, they were unable to prevent several large pieces of wreckage from hitting the Tannerman Ocean and the city of Yawata Crossing. (HH12)
