The Shade Imperium was a government established by Darth Acheron in an attempt to establish order among his servants and troops. It was successful, though it is not a proper government - the emperor controls each and every aspect of the government and can do anything he wishes. Acheron establishes order purely through tactics that cause fear, driving some of his lesser dark jedi into servants so fanatical that they consider Acheron their god.
