The title Dark Lady of the Korribanite Empire refers to the female ruler of the Korribanite Empire, thus the female equivalent of the Dark Lord of the Korribanite Empire. In the history of the empire there has never been a sole ruling Dark Lady, the only ruling Dark Lady, Darth Vethra, ruled jointly with Darth Exius and Darth Threx as part of the first Korriban Triumvirate.
