Starfleet preliminary examinations were tests required by Starfleet to be passed before one could travel in space. Lieutenant Mira Romaine passed these examinations sometime prior to 2269, a fact that Montgomery Scott reminded her of to reassure her that she'd be able to continue in her duties.
